There are two kinds of velodromes for amature race and for Keirin
race(Municipally operated races) in Japan
There is velodromes of 70 ground in Japan
As for the velodromes inside for amature, there is 23 ground
The rest of 47 scene is velodromes for a municipally operated race

When the schedule where it goes to Keirin velodrome to see race when you come to Tokyo is difficult,You can see Keirin race live if going here.

It is La Pista. (Keirin race all over Japan is in real time broadcast)
You can see only race with information of the 1st floor though here is a registration member system.

You can't enter 2nd~ floor,Because here is a registration member system, it is not possible to bet on the race.
Shinbashi station:Near Tokyo Station there. It is the third station in train.

You will be able to see Keirin race during Tokyo shopping.
